On the morning of December 10, 2019, the inaugural meeting of the Legal Work Committee of the China Society of Highway (hereinafter referred to as the "Legal Work Committee") was held in Hefei, Anhui Province. As the 21st branch of the China Society of Highway, the Legal Work Committee was formally established, marking that the China Society of Highway has built a professional communication platform for the legal work of the highway industry for the service industry, the members and the scientific and technical workers. This meeting by the national 25 provinces, autonomous regions, municipalities directly under the Central government Department of transport (bureau), highway management units, highway society, universities and legal professionals more than 200 people to participate. The meeting was presided over by Yu Rongyun, Deputy Secretary General of China Society of Highway, Lu Bingdong, General Counsel of Anhui Communications Holding Group Co., LTD., and Liu Wenjie, Deputy Director General and Secretary General of China Society of Highway, and Lin Yu, Deputy Director General of the Department of Legal Affairs of Ministry of Transport, delivered important speeches respectively.

The conference issued the appointment certificate for the leading members of the first session of the Committee. Professor Zhang Zhuting from the Management Cadre Institute of the Ministry of Transport was appointed as the director of the first Committee of the Legal Affairs Committee; Zhu Shuwen, deputy director of the Highway Administration Bureau of Hubei Provincial Department of Transport, and other 5 others were appointed as the deputy directors of the first committee of the Legal Affairs Committee; Guo Liang, director of the Education and Training Center of China Highway Society, was appointed as the secretary-general of the first committee of the Legal Affairs Committee. Fan Guanfeng, dean of the Traffic Law School of Shandong Jiaotong University, was appointed deputy Secretary-General of the first Committee of the Commission of Legal Affairs. On the afternoon of October 10, a session of the legal committee of China Highway Society was held.

Lawyer Li Cong, a partner of the firm, has successively served as the perennial legal counsel of Jiangsu Yangzi Bridge Co., LTD., Jiangsu Runyang Bridge Development Co., LTD., and Jiangsu Expressway Operation and Management Center under Jiangsu Communications Holdings Co., LTD., providing high-quality legal services such as litigation and bond financing for expressway operation and management units. On the basis of practical experience, Lawyer Li Cong also participated in the research on the Settlement of Common Litigation Cases on Highways (the book with the same name has been published), the Research on the Legislation of Nanjing Postal Regulations, and other projects, among which the project result of Case Settlement Research to Promote the development and Reform of the Cause was awarded the 16th ministerial level first-class national transportation enterprise management modernization achievement. Due to his effective legal practice and theoretical research in the field of expressways, Lawyer Li Cong was elected as a member of the first session of the Legal Committee of China Society of Highway. He was invited to attend the inaugural meeting, and made an exchange speech on the common litigation cases of expressways operation and management units and the tilt of the next work content of the Legal Committee to the direction of civil and commercial affairs.

The establishment of the Legal Affairs Committee has well built a platform for the exchange of highway legal talents, effectively responded to the legal service needs of highway related units, and will play a very positive role in solving the difficulties and hot issues in the process of highway development. Li Cong will earnestly perform his duties to promote the development of highway rule of law and make contributions to a powerful transportation country.
